FAKS Investigative Services has named Finance Minister Dr Cassiel Ato Baah Forson as Ghana’s best-performing minister in its 2025 Ministerial Performance Assessment after he topped the rankings with a score of 96.37 per cent.
Dr Forson placed first among all ministers assessed, based on responses from 6,020 participants nationwide, emerging ahead of his peers in the Best 10 Ministers category.
The assessment evaluated the performance of Ministers, Deputy Ministers, Regional Ministers, Members of Parliament, and Chief Executive Officers of State-Owned Enterprises, with emphasis on projects implemented by ministries, agencies, and Regional Coordinating Councils. Members of the public were also invited to share their views on the performance of public officials, making the process largely citizen-driven.
The survey was conducted between October and December 2025 and marked the 13th edition of the FAKS Performance of Ministers project. All 16 regions of Ghana were covered and grouped into three zones, with a total of 6,247 responses collected from commercial drivers, students, traders, business owners, journalists, civil society organisations, and other groups.
Of the respondents, 63 per cent were between the ages of 18 and 50, while 37 per cent were aged between 50 and 80. Female respondents accounted for 58 per cent of the total, with males making up 42 per cent.
Dr Forson’s top ranking reflects strong public approval of his leadership at the Finance Ministry, particularly in the areas of economic management, fiscal discipline, and policy direction. He ranked ahead of Energy and Green Transition Minister John Abdulai Jinapor and Food and Agriculture Minister Eric Opoku, who tied for second place, as well as Communications, Digital Technology and Innovations Minister Sam Nartey George, who placed third.
FAKS Investigative Services is a Ghanaian research and investigative firm widely known for its annual independent assessments of the performance of public officials. Dr Forson’s emergence as the best-performing minister is expected to reinforce public confidence in the government’s economic management agenda.
