Majority Caucus Rejects 10% Lithium Royalty Deal, Says It Breaches Minerals Act

The Majority Caucus on the Lands and Natural Resources Committee of Parliament has rejected the proposed 10% Lithium royalty deal.

Ghana’s Minerals and Mining Act, 2006, prescribes royalties of 3% to 6%, and the 2010 amendment sets a flat 5% rate, making the proposed 10% inconsistent with existing legislation.

Addressing the media in Parliament on Tuesday, November 25, 2025, Chairman of the Committee, Alhaji Collins Dauda highlighted major discrepancies between the lithium deal presented in 2024 and the revised version now under consideration.

Mr Dauda recalled that former Lands and Natural Resources Minister Abu Jinapor submitted an agreement in July 2024 between the Government of Ghana and Barari DV Ghana Limited, following consultations with traditional authorities and key state agencies.

However, when Parliament reviewed that agreement, two major concerns emerged, chief among them the proposed 10% royalty rate for lithium.

Dauda noted that the committee advised government at the time to amend the law to permit the higher rate, but no amendment was effected. As a result, the deal could not be recommended for ratification because it contradicted the law.

The new agreement before Parliament now states that royalties will be paid strictly in line with existing law, currently 5%.

To resolve the issue, the committee has opened a public consultation process, publishing notices and engaging stakeholders to gather input on the most beneficial royalty structure for the country.

He assured the public that the committee will not approve any agreement until the legal framework is corrected and citizens’ views are fully incorporated, stressing that the ultimate aim is to secure a fair and legally sound deal for Ghana.
