Finance Minister Dr. Cassiel Ato Forson has inaugurated the newly constituted Governing Board of the Public Procurement Authority (PPA), with North Dayi Member of Parliament, Joycelyn Quashie, named among the members tasked with reforming Ghana’s procurement landscape.
Speaking at the inauguration on Monday, May 19, 2025, Dr. Forson congratulated the board members and underscored the urgency of their mandate—to restore public confidence in the procurement system and ensure value for money in all government contracts.
“As a country, we are paying billions of cedis for contracts that do not reflect value for money. This cannot continue. We must ask the hard questions: Why are some state institutions saddling the public with excessive contract costs?”

Dr. Forson stressed that the recent amendment of the Public Procurement Act was designed to close loopholes, improve compliance, and enhance oversight. He walked the board through the key legislative changes and issued a stern warning against non-compliance.
He also charged the board to prioritise competitive tendering processes, making it clear that sole sourcing must be the exception rather than the rule.
“You must be bold, firm, and willing to reject inappropriate sole-sourced contracts,” he told the new members.

The Minister also announced plans to soon inaugurate a dedicated office for Value for Money, to strengthen oversight and ensure the prudent use of public funds.
