CHRAJ Dismisses Asset Declaration Petition Against Ghana EXIM Bank Board Chair

The Commission on Human Rights and Administrative Justice (CHRAJ) has dismissed a petition accusing Dr Joseph Nyarkotei Dorh, Board Chairperson of the Ghana EXIM Bank, of failing to declare his assets, after investigations found that he acted within the legally required timeframe.

The complaint, filed by Wilberforce Asare, alleged a breach of the Assets and Liabilities Declaration Regime under Chapter 24 of the 1992 Constitution and the Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550).

According to CHRAJ’s decision, the complainant had filed a Right to Information (RTI) request at the office of the Auditor-General on October 20, 2025, seeking to determine whether Dr Dorh and others had fulfilled their constitutional obligation to declare assets and liabilities under Article 286 of the Constitution.

However, after reviewing the evidence, CHRAJ found that Dr Dorh was still within the constitutionally mandated timeframe to file his assets and liabilities declaration at the time the complaint was submitted. The Commission further noted that he subsequently complied fully with the declaration requirements.

“Having found that the Respondent has fully complied with the Assets Declaration Regime under Article 286 of the Constitution and Act 550, the Commission is of the considered view that the allegations brought against the Respondent are untenable,” the decision stated.

CHRAJ therefore dismissed the complaint against Dr Dorh, describing it as “wholly lacking in merit.”

The decision was dated February 10, 2026, and issued at the Commission’s offices at the Old Parliament House, John Evans Atta Mills High Street, Accra.
