Ahmed Ibrahim: Local Govt Minister Assures of Plans to Reintroduce University of Local Governance Bill

The Minister for Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim, has assured Parliament that efforts are underway to reintroduce the University of Local Governance and Development (ULGD) Bill, paving the way for the establishment of the university in Akomadan, Offinso North Constituency.

The Minister, who is also the Banda MP, was in Parliament on Tuesday, March 12, 2025, to answer a question from Dr. Fred Kyei Asamoah, Member of Parliament for Offinso North, regarding the status of the Bill.

In his response, the Local Governmnet Minister acknowledged the delays in passing the legislation, which was initially presented to the 8th Parliament.

“Mr. Speaker, the Bill for the establishment of the University of Local Governance and Development was submitted to this House last year. Unfortunately, the 8th Parliament was unable to pass it,” he stated.

He further explained that the newly formed government is prioritizing the Bill’s resubmission.

“I wish to indicate that the Ministry will take steps to resubmit the Joint Request for Executive Approval by H.E. the President of the Republic of Ghana and subsequently re-lay the Bill for Parliamentary Approval as soon as practicable,” he added.

The proposed university in Akomadan is expected to enhance academic and professional excellence in local governance and development.
